In New York, the construction of the World Trade Center was dominated by organized crime and by the extortion indulged in by the mob. The federal government today has new tools for dealing with organized crime, notably the 1970 Federal Racketeer Influenced and Corrupt Organizations Act (RICO) which enables the government to prove a wide-ranging conspiracy and to end mob control of businesses. RICO also allows the government to seize the assets of those who engage in patterns of racketeering (Meltzer, 1990, 43-45).
The Mafia was long the primary symbol of organized crime in America and operated under a strict code of silence which included intimidating those who would testify against it and a code of silence which kept members from speaking to law enforcement on pain of death. This control has been eroding in recent years, however, for a number of reasons. Traditional respect for the old rules has been fading, and internal discipline has been harder to maintain. The younger Mafiosi tended to put personal income ahead of the long-term good of the organization. The old line members had either been from Italy (in the early days of the organization) or had close times to the Sicilian Mafia. In any case, they also had a stronger sense of duty to the organization itself and less to themselves personally.
