As Pal (2014) notes in his example, “the EDA program depended on agreement among a diverse group of participants with differing organizational objectives” (pg.190). The non-statutory variables that Pal list are ultimately deciding factors on how effective the implementation of a policy will be and even beforehand whether it even reaches a consensus for passage. It is important to note that policy analysts play an integral role in interpreting such policies, formulating rules for them and separating themselves from the politics associated with policy reform. Overall, policy analyst must pay close attention to objective and sound rational policy decisions and differentiate from political ideological ideals that too often become the basis for policy change and reform.
