Wilson believes we have made the best choice—overlooking the suffering of addicts and focusing on preventing the creation of new addicts. This is done by keeping the drug illegal and, therefore, high-priced and dangerous to buy and use.
Chapter 12 points out that America has chosen democracy over safety and security, freedom over excessive restriction. Wilson does not like this situation, but he accepts it. He believes that too much democracy is good mainly for the criminal who can get away with more crime in a free society than in a very restricted one.
Chapter 13 tries to give an overview of crime and what we should do about it in the real world. We should not be afraid to experiment to find out what works and what doesn’t. Wilson calls for community involvement with the police. Police should focus on the most dangerous criminals, and the justice system should focus on incapacitation and punishment to deter crime.
The Appendix argues that we should focus on controlling the criminal who uses the gun rather than on the gun.
Wilson presents strong and convincing arguments for his positions. Crime has worsened since his revised book in 1983, so his points have even greater clout today. Society—with the emphasis on “three strikes, you’re out” laws—has come around to Wilson’s conservative position, with less emphasis on liberal social approaches to reducing crime. When he writes about heroin instead of about cocaine, and when he ignores gangs, we are reminded that the work is a decade old and somewhat dated.
