This first assessment aims to assess the student’s capacity to critically discuss the organisational structure of the Sydney Community Hospital (SCH) in the case study. This involves:
– Identifying the strengths and limitations of the current functional (bureaucratic) organisational structure in enabling the organisation to achieve their stated mission, vision and strategic objectives.
– Identifying an alternate organisational structure, including its strengths and weaknesses that may better enable the hospital in the case study, to achieve their vision, mission and strategic goals. Students are expected to define and discuss the importance of vision, mission and goals for organisations.

Background information:
The Sydney Community Hospital (SCH), a 110 bed community hospital situated in the outer northern suburbs of the Sydney, has provided general acute medical, surgical, emergency care and specialty services to the local community. Over the last 15 years the population of the area has increased significantly to include a much larger proportion of young families and a significant number of retirement villages with nursing homes attached. The hospital has assessed the needs of the community and is changing its range of services to meet the needs of this growing community.
To support these changes, the Government has allocated resources to redevelop the hospital�s facilities and to restructure the organisation. The number of specialty services will be increased. The bed numbers will increase to from 110 to 200, and there will be provision for community clinics in these specialties.
� The Vision statement of the hospital is to �Provide world standard health care for the community�.
� The stated mission of the new, larger hospital is �to provide the highest quality health care in partnership with patients, carers and the community�.
� The overall strategic goals of the new organisation are �to develop high performing, multidisciplinary teams within the specialist services in order to deliver patient-centred care that is effective and responsive to the changing health needs of the community�.
The SCH has a traditional, functional (bureaucratic) organisational structure but the management team is currently reviewing alternative organisational structures that might be better suited to the restructured hospital and that have the potential to improve communication and collaboration across teams as well as accountability for resource utilisation, quality of care and patient outcomes.
